Scott Apel, chief financial officer for Cal State Long Beach, explains to the Long Beach Business Journal how federal Higher Education Emergency Relief Funds, or HEERF, were used to help students most in need during the pandemic. According to Apel, the funds were one of the most important factors for a  record number of students to graduate despite the restrictions caused by Covid-19.
