(g) Row and column headers shall be identified for data tables.
(h) Markup shall be used to associate data cells and header cells for data tables that have two or more logical levels of row or column headers.
A screen reader uses row and column headers to give cues to the user about where the cursor is on the table. At this time Contribute doesn't offer a complete set of accessibility options for tables, so the best thing you can do is ask your local web administrator for a private resource page (on which you have editing privileges in Contribute) that has things like pre-built accessible tables on it. This way you can just copy one, paste it on your page and fill it in.
